Kosovo signs the 2005 Choice of Court and 2019 Judgments Conventions

On 19 September 2024, H. E. Dr Dren Doli, Ambassador to the Netherlands, signed, on behalf of Kosovo, the Convention of 30 June 2005 on Choice of Court Agreements (2005 Choice of Court Convention) and the Convention of 2 July 2019 on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (2019 Judgments Convention).

The 2005 Choice of Court Convention, which currently binds 35 States and the European Union, will enter into force for Kosovo only after it deposits an instrument of ratification pursuant to Art. 31(2) of the Convention. As for the 2019 Judgments Convention, it will enter into force for Kosovo only after it deposits an instrument of ratification pursuant to Art. 28(2) of the Convention. Currently, 30 HCCH Members are either bound by the Convention or a Contracting Party for which the Convention has not entered into force yet (the United Kingdom and Uruguay). At the ceremony, held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Conventions, Ambassador Doli was accompanied by Mr Arif Kaçandolli, First Secretary, and Ms Ardita Halilaj, Third Secretary. The depositary was represented by Mr Jules van Eijndhoven, Head of the Treaties Division, and Mr Rieks Boekholt, Senior Legal Officer at the Treaties Division, while the Permanent Bureau of the HCCH was represented by Ms Melissa Ford, Secretary (Diplomat Lawyer) and Head of the Transnational Litigation Division.
