International Seminar on the Protection of Children on the Move and Kafala
On 14 and 15 November 2019, the PB took part in the “International Seminar on the Protection of Children Across Borders: The 1996 HCCH Convention on the Protection of Children”, held at the Higher Institute of Magistrates in Rabat, Morocco. The Seminar was organised by the Ministry of Justice of Morocco, with technical support from UNICEF and the HCCH, and financial support from the EU. The aim of the Seminar was to discuss the protection of children across borders in West and North Africa as well as in Europe, the mechanisms to protect unaccompanied and separated children on the move, and to share experiences with regard to family-type protection measures, in particular kafala. The Seminar provided an excellent opportunity to discuss the significant relevance of the 1996 Child Protection Convention in this context. The Conclusions and Recommendations (C&Rs) adopted during the Seminar are now available on the HCCH website in English, French and Arabic.
