Second Working Meeting of the Experts’ Group on Central Bank Digital Currencies
From 12 to 14 November 2024, the Experts’ Group (EG) on Central Bank Digital Currencies (CBDCs) held its second working meeting. The meeting was held online, hosted by the Permanent Bureau (PB) in The Hague. It was attended by 25 delegates and other experts, representing 10 HCCH Members and 3 Observers, as well as by members of the PB of the HCCH.
Pursuant to its mandate (C&Ds No 9-10 of CGAP 2024), the EG made further progress on the study of the applicable law and jurisdiction issues raised by the cross-border use and transfers of CBDCs. During the meeting, participants discussed various functions and actors relating to wholesale CBDCs, the possible roles of intermediaries, issues in relation to third parties, and relevant public policy considerations, among other matters.
On 14 November, participants attended a technical roundtable organised adjacent to the second working meeting, featuring leaders of the international banking sector and academia discussing practical developments and use cases of CBDCs.
The EG on CBDCs will present a report on the progress of its work to the Council on General Affairs and Policy in March 2025.
